The "useless legs of one who is lame" represents something that should be functional and helpful but isn't, due to the condition of the person. Like a disabled person who has legs but can't use them effectively for walking, a wise saying spoken by a fool doesn't carry any weight. A proverb or wise saying, which should ideally provide wisdom and guidance, becomes meaningless or "useless" when spoken by a fool. It's like a square peg in a round hole. It doesn't fit.
The implication here is that the value of a proverb isn't just in the words themselves, but also heavily relies on the wisdom and understanding of the person who uses it. If a fool who lacks understanding and moral insight tries to use a proverb, it loses its impact and can be misinterpreted or misapplied. This verse thus underscores the importance of wisdom and understanding when engaging with and applying wise sayings or teachings.
A proverb, or a wise saying, when said by a fool, is just as ineffective. It's as if the saying is hanging uselessly from the fool's mouth. This illustrates the point that it's not helpful to try to educate a fool by giving him wise sayings to repeat. Fools lack the moral depth to deliver the proverb at the right time or in the right way. They can also distort the proverb's meaning with their flawed character, akin to how religious texts warn against hypocrisy (Luke 4:23, Matthew 7:3-5, Romans 2:21). In essence, the wise message delivered by the flawed individual falls flat and doesn't make any impact at all.
