The proverb describes a foolish person as someone who rushes into drama and compares it to agitating a stray dog, implying that they will be bit. This could be avoided if they would have not involve themselves and mind their own business. Even if this person had good intentions, the floor overestimates their own ability and unnecessarily involve themselves. The wise person avoids, unnecessary injury to themselves, and only involves themselves in situations that they can make an impact in. The principle underlying this proverb is about understanding the extent of our responsibility, acknowledging our limitations, and respecting others' autonomy.
The proverb paints a vivid picture of an individual who, perhaps driven by a misplaced sense of duty or an inflated sense of capability, involves themselves in a situation or conflict that doesn't pertain to them.
